Shortened Console for 100 Perception (Vats hit chances)

since i could not find a working command for Vats accuracy with fVatsHitChanceMult, fVatsMaxChance 100 I decided to add perception.

Just Place the .txt into the Fallout4.exe folder and go into the game.

Press ~ and type: Bat Vats95
