HOW TO INSTALL
Find sResourceDataDirsFinal in your fallout4.ini located at %userprofile%/Documents/my Games/Fallout4
Edit the line so it reads as: sResourceDataDirsFinal=STRINGS\, TEXTURES\
Make the Fallout4.ini read only
Place the contents of the folder into your Data folder located at
Steam\SteamApps\common\Fallout 4\Data\
